Report

on an Ordinance intituled an Ordinance to provide for the extension of the restrictions relating to Trading with the Enemy to Persons to whom, though not resident or carrying on business in Enemy territory, it is by reason of their Enemy Nationality or Enemy Associations expedient to extend such

Restrictions.

The object of this ordinance is to apply to Hongkong the provisions of the Trading with the Enemy (Extension of Powers) Act, 1915.

Section 3 follows section 1 of the Act in adopting the

arrangement of a Proclamation and orders in Council. This

did not seem to be strictly necessary but it was thought that it would be convenient to follow the form adopted in the

United Kingdom.

In my opinion this is an Ordinance to which His Excellency

the Governor may properly assent in the name of His Majesty

and on His behalf,
